Við erum stödd í lygasögunni miðri. Það er fyrir löngu búið að stela af okkur skáldskapnum um réttlátt samfélag. Íslenska lýðræðið er leirburður; það er staðið, stirðnað – og hefur orðið geldum hugsunarhætti og tuggum að bráð. Við höfum um langt árabil búið við samfélag ótta og þöggunar en í slíku samfélagi þrífst ekki virkt lýðræði – og þar hafa stjórnarhættir ekkert með pólitískt siðgæði að gera. Hér hefur ríkt eins konar lyg-ræði.


Lygin er fylgifiskur óttans og þöggunar. Við höfum þurft að horfa upp á það hvernig hún hefur grafið um sig og hvernig íslenskir ráðamenn beita henni grímulaust. Og þeir komast upp það vegna þess að þeir hafa afar lítið aðhald. Eftirlits- og aðhaldsstofnanir lýðræðisins hafa brugðist almenningi. Þetta á ekki bara við um opinberar stofnanir heldur einnig og ekki síst við um fjölmiðla, sem kallaðir hafa verið fjórða stoð lýðræðis.


Háskólarnir brugðust líka að vissu marki. Háskólastofnanir ýttu í sumum tilfellum undir útrásina og þar með skuldasöfnunina, meðan aðrar þögðu þunnu hljóði. Háskólinn ætti að vera höfuðvígi gagnrýnnar hugsunar og andspyrnu og þannig mynda mótvægi við valdasvið samfélagins: Ríkisvaldið, viðskiptavaldið; fjölmiðla eða aðra.


„Stofnanir lýðræðisins eru aðeins siðferðilega réttlátar ef þær verja hag almennings gegn ranglæti og ósannindum“, segir þýski stjórnmálafræðingurinn Claus Offe. Forgangsverkefni ríkisstjórnarinnar við núverandi aðstæður ætti að felast í því að endurvekja traust almennings til þessara stofnana en það traust er nú þrotið. Fátt bendir til þess að stjórnvöld séu að vinna að því af nokkrum heilindum. Það nægir að minna á þá nöturlegu staðreynd að sama fólk er enn við völd í fjármálaeftirliti og Seðlabanka. Í stað þess að einbeita sér að því að byggja upp traust til stofnana, virðist megin áhersla lögð á það að brúa bilið milli almennings og persónu valdhafanna sjálfra (og þarna eru fjölmiðlar meðal annarra ábyrgir). Þannig tekur traustið á sig yfirbragð vináttutengsla en til þeirra er stofnað til þess að uppgjörið þurfi ekki að eiga sér stað. Ein birtingarmynd þessa verður á skjám landsmanna næstkomandi sunnudag (þ. 23. nóv.) þegar Geir H. Haarde hleypir okkur inn á gafl í þættinum „Sjálfstætt fólk“.
Fjölmiðlarnir hafa mátt síns lítils. Við höfum horft upp á hæstráðendur lítilsvirða fjölmiðla og komast upp með að svara út í hött eða alls ekki. Spurningum er sjaldan fylgt eftir og sannleikurinn oft borinn fyrir borð. Ritstjórar blaða og annarra fjölmiðla hafa um árabil verið nánast eins og blaðafulltrúar, annað hvort ríkisstjórnar og/eða kaupahéðna. Eins og alkunna er hefur Sjálfstæðisflokkurinn fyrir margt löngu sölsað undir sig Fréttastofu Sjónvarps og gott ef hann er ekki kominn með tögl og hagldir í útvarpinu líka.


Fjölmiðlum ber ekki einungis að endurspegla „raunveruleika“ ráðandi afla. Það að konur eru fimmtungur viðmælenda í fréttum útvarps og sjónvarps er skýrt dæmi um að fjölmiðlar hafa ekki haldið vöku sinni. Það er skylda lýðræðislegra ríkistjórna að tryggja ritstjórnarlegt sjálfstæði fjölmiðla.
Þótt mörgum hafi þótt tíðin góð og lokað augunum fyrir aðsteðjandi vanda, létu ekki allir blekkjast og gerðu tilraunir til að láta í sér heyra. En það er mjög erfitt fyrir þessa hópa að komast að með sín sjónarmið. Grasrótin og frjáls félagasamtök – umhverfisverndarfélög, til dæmis, og femínistafélög – hafa nánast verið virt að vettugi í íslensku samfélagi, jafnvel fyrirlitin; þau fá ekki styrki og litlar sem engar undirtektir hjá hinu opinbera eða fjölmiðlum. Þessi þöggun á gagnrýni er enn ein brotalömin sem leiddi til þeirrar stöðu sem nú er uppi. Það hefur verið lenska á Íslandi að líta mótmæli hornauga en andóf er lykilinn að lýðræði – eins og Thomas Jefferson komst að orði.


Við þær aðstæður sem nú ríkja í samfélaginu hafa stjórnvöld ekki efni á því að daufheyrast við skoðunum og sérfræðiþekkingu einstaklinga sem finna sér farveg með þátttöku í félagslegum hreyfingum.
„Við erum þjóðin“ var slagorð andófsmanna og -kvenna í löndum Miðaustur-Evrópu fyrir tuttugu árum síðan. Vikuleg mótmæli fjöldahreyfinga stigmögnuðust og alræðisstjórnir ríkissósíalismans sáu sig tilneydda til að setjast að hringborði með fulltrúum hreyfinganna til að ræða leiðir út úr stjórnarfarskreppunni. Hér á landi er efnahagskreppan og lýðræðisbrestirnir einkamál hæstvirtra ráðherra sem hafa komist upp með að taka ákvarðanir án samráðs eða að teknu tilliti til athugasemda almennings og sérfræðinga. Við munum eftirlaunafrumvarpið; við munum stuðninginn við Íraksstríðið; við munum Kárahnjúkavirkjun og svo mætti lengi telja.


En nóg er af nýjum dæmum um fyrirslátt: Á föstudaginn kom ríkisstjórnin með útspil þar sem enn er talað um að „slá skjaldborg“ um íslensk heimili, á sama tíma og innheimtufyrirtæki brýna busana. Er verið að bjarga heimilunum? Eða eru stjórnmálamenn að bjarga eigin andliti daginn fyrir fjölmenn mótmæli á Austurvelli? Og eftir allt sem á undan er gengið finnst forystumönnum ríkisstjórnarinnar að það skorti rök fyrir því að láta viðkomandi ráðherra, fjármálaeftirlitsmenn og/eða Seðlabankastjóra axla ábyrgð og taka pokann sinn. – Þetta hlýtur að vera séríslensk rökfræði, svona „sama-hvað-þú-segir“-rökhyggja sem ekki er hægt að deila við.


Og stjórnmálamennirnir fullyrða og lofa að nú skuli tekin upp breytt vinnubrögð í bönkum og öðrum stofnunum, á sama tíma og þeir fá sömu stjórnendum og starfsmönnum lyklana, bæta auk þess um betur og kalla til flokksgæðinga. Og hvað með niðurfelldar kröfur og aðra fyrirgreiðslu sem mismunar borgurunum (hvort sem það var fyrir eða eftir ríkisvæðingu)?


Tökum annað dæmi. Hvað með hið svokallaða loftrýmiseftirlit hér við land sem nýbúið er að aflýsa? Ef flugher Breta kemur ekki til að “verja” landið í tvær vikur vegna ICESAVE-reikninganna (sem er vitaskuld hin raunverulega ástæða) er búið að kollvarpa rökum stjórnarinnar fyrir loftrýmisgæslu í varnartilgangi og að miklu leyti fyrir stofnun Varnarmálastofnunar. Af hverju afhjúpa fjölmiðlar ekki þessa staðreynd í stað þess að taka gagnrýnislaust við þeim blekkingum sem ríkisstjórnin hefur viðhaft í þessu máli? Auk þess er ríkisstjórnin ekki hræddari en svo við helstu ógnina, Björninn sjálfan – og þá á ég við Rússland en ekki Björn Die Hard Bjarnason – að hún er tilbúin að þiggja lán frá Pútin til að bjarga fjárhagnum á Íslandi. Sem sagt „innrás“ rauðu hættunnar í boði Sjálfstæðisflokksins.


Varnarmálastofnun kostar íslenska skattgreiðendur yfir 1500 milljónir á þessu ári – og á að kosta um tólf hundruð milljónir á því næsta. Hér er á ferð enn einn leirburðurinn þar sem sett eru á svið endalaus leikrit, einþáttungar, farsar, blekkingaleikir, potemkintjöld. Ríkisstjórnin heyr bullandi varnarbaráttu.
Já, lýðræðið er orðið staðnað og óskilvirkt. En virkt lýðræði verður að vera hreyfanlegt, sífellt verðandi, ófullgert, frjótt – og án skilyrða. Rétturinn til að segja allt verður að vera óskoraður rétt eins og í skáldskapnum. Bókmenntir þurfa ekki, ættu ekki að þurfa, að biðja um leyfi valdsins eða lúta því. Bókmenntir tjá hug almennings, þær eru samheiti málfrelsis og tjáningarfrelsis. Og þær eru í eigu okkar allra. Bókmenntir, eins og lýðræðið, eru verðandi og þær eru opnar, opnar öllum (Svona ætti þetta að minnsta kosti að vera!).


Lygin kemur víða við. Fyrrverandi starfsmaður greiningardeildar Kaupþings er, í grein í Morgunblaðinu, afar ósáttur við fullyrðingu Einars Más Guðmundssonar í þá veru að greiningardeildirnar hafi verið í vinnu við að ljúga að fólki. „Mér finnst, segir starfmaðurinn, ótækt að sjá skáldið varpa fram þessum fullyrðingum um vísvitandi lygar, algerlega órökstudd[um], og ráðast með þeim hætti beint á starfsfólk greiningardeildanna.


„Það er ekki lygi að hafa rangt fyrir sér, segir hann ennfremur, „ekki frekar en skáldskapur bókmenntanna er lygavefur“ – [ég endurtek]: ekki frekar en skáldskapur bókmenntanna er lygavefur – Meðvitað eða ekki þá leggur starfsmaðurinn spá greiningadeilda að jöfnu við skáldskap: Hvorugt er lygavefur, ef ég skil hann rétt. En það er kannski þarna sem hnífurinn stendur í kúnni. Skáldskapur getur vissulega verið lygavefur en fáir trúa því að hann innihaldi Raunveruleikann sjálfan – þrátt fyrir að hann beri í sér sannleik, margan og margræðan sannleik.


Skáldskapurinn er tilbúinn veruleiki, ímyndun, sem lýtur ákveðnum lögmálum skrifanna og þarf að lesa sem slíkan.
