Fólk sem er ekki hrætt við ábyrgð.

Aðgerðir í þágu heimilanna

Í kjölfar hruns efnahagskerfisins er ljóst að eitt af stóru málunum í dag snýst um húsnæðislán heimilanna. Eins og kunnugt hafa stjórnvöld nú gripið til þeirrar tímabundu ráðstöfunar að bjóða upp á frystingu afborgana erlendra lána til 4-6 mánaða. Beðið hefur verið eftir útspili stjórnvalda í tengslum við verðtryggðu lánin. Þann 14.11.2008 kynnti ríkisstjórnin svo „Aðgerðir í þágu heimilanna“ þar sem verðtryggðu lánin eru til umfjöllunar. http://www.forsaetisraduneyti.is/frettir/nr/3206

Þessar aðgerðir sem „einkum (eru) ætlað(ar) að hjálpa almenningi að standa við skuldbindingar sínar við erfiðar aðstæður“ eru í besta falli viðleitni. Í versta falli bera þær þess of skýr merki að ríkisstjórnin sé ekki í nógu góðum tengslum við þjóð þá sem hún hefur verið kosin til að vera málsvari fyrir. Betur má ef duga skal. Þörf er á varanlegum lausnum.

Ég vil því kynna til sögunnar hugmynd í þágu ríkisstjórnarinnar sem er einkum ætlað að hjálpa henni að standa við skuldbindingar sínar gagnvart kjósendum við erfiðar aðstæður:

Boðið verði upp á þann valkost að erlend lán verði umreiknuð á þann veg að þau líti út fyrir að hafa upphaflega verið tekin sem verðtryggð krónulán. Lánin verði svo endurfjármögnuð af Íbúðalánasjóði (í krónum) og skuldbreyting eigi sér stað. Íbúðalánasjóður taki veð í húsnæðinu á móti.

Verðtrygging verði gerð óvirk í beinu framhaldi. T.d. frá og með 1. júlí 2008. Verðtrygging verði ekki virk fyrr en Seðlabankinn nái verðbólgumarkmiði sínu sem er 2,5%. Hugsanlega taki þjóðin upp annan gjaldmiðil í millitíðinni þar sem verðtryggingin er ekki hluti af kerfinu.

Stofnaðir verði tveir aðlögunarsjóðir með löggjöf frá Alþingi sem taki á sig mismuninn. Annars vegar sjóður sem meðhöndli verðtrygginguna og starfi í líkingu við það sem Gunnar Tómasson, hagfræðingur, kynnti í Fréttablaðinu þann 12.11.2008:

  1. Verðbótaþáttur húsnæðis- og námslána frá 1. júlí 2008 til 31. desember 2009 komi hvorki til innheimtu hjá lántakendum né bætist við höfuðstól útistandandi lána heldur greiðist af sérstökum aðlögunarsjóði stofnsettum af Alþingi með neyðarlöggjöf líkt og beitt var við yfirtöku bankanna.
  2. Aðlögunarsjóðnum sé heimilt að gefa út, og veitendum húsnæðis- og námslána sé skylt að taka við, til lúkningar á verðbótaþætti lánanna á ofangreindu tímabili skuldabréf til tíu ára sem (i) bera 5% nafnvexti á ári, (ii) eru afborgunarlaus fyrstu fimm árin, og (iii) endurgreiðast síðan með fimm jöfnum árlegum afborgunum.

Hins vegar sjóður sem hefði það hlutverk að yfirtaka skuldir í erlendri mynt vegna skuldbreytingu á húsnæðislánum heimilanna og greiða þær skuldir niður. Þannig yrði til ríkistryggður sjóður, skuldsettur í erlendri mynt. Sjóðurinn gæti hugsanlega fjármagnað sig með skuldabréfaútboði því hugsanlega hefðu fagfjárfestar áhuga á að lána sjóðnum (ríkinu) fyrir þessum skuldum á hagstæðari kjörum heldur en upprunalegu lánin voru veitt á. Þannig væri jafnvel hægt að takmarka afföll sjóðsins í krafti magnviðskipta með skuldirnar. Nú og ef svo heppilega vill til að áform stjórnvalda um að styrkja gengi krónunnar takist þá lækkar höfuðstóll skulda sjóðsins í krónum talið.

Ef stjórnvöld vilja koma í veg fyrir fjöldagjaldþrot heimilanna og stórfelldan fólksflótta í kjölfarið verða þau að horfast í augu við að aðgerða sem þessa er brýn þörf. Því miður er tíminn afar naumur sem stjórnvöld hafa til að bregðast við yfirfofandi neyðarástandi. Sem betur fer höfum við hins vegar nægan tíma til að vinna okkur út úr hlutunum ef stefnan er tekin í rétta átt og velferð almennings tryggð. Tími breytinga er engu að síður núna. Um það verður ekki deilt.

Tillaga að nýju kosningakerfi

Ég held að við náum ekki fram breytingum til góðs með núverandi þingræði. Til þess býður það upp á of mikla spillingu og þjónkun við stjórnmálaflokka. Nú hef ég svosem ekkert á móti stjórnmálaflokkum en ég tel hins vegar að þeir hafi allt of mikil völd í okkar samfélagi. Þau völd eru til komin að hluta vegna þess að við kjósum flokka en ekki fólk. Ef þingmaður fylgir ekki línunni í núverandi stjórnskipulagi verður sá hinn sami ,,non grata” og tapar áhrifum. Þetta sést best þegar þingmenn og ráðherrar eru spurðir um einstök mál. Til dæmis í viðtali í fyrrakvöld við Árna Mathiesen fyrrverandi dýralæknir fisksjúkdóma og núverandi fjármálaráðherra þar sem spyrillinn þráspurði hann um afstöðu hans til ESB inngöngu og hann vildi ekki svara af því það var ekki búið að ákveða flokkslínuna. Hvernig á að kjósa svona fólk til Þings? Það virðist ekki einu sinni hafa skoðun utan skoðun flokksins. Við verðum því að breyta lögum til að við getum kosið hæfasta fólkið til Alþingis. Ekki veitir af!

Grundvallar breytingar á skipan Alþingis verði gerðar með það að augnamiði að draga úr ægivaldi stjórnmálaflokkanna en jafnframt til að gera hinum almenna borgara kleift að taka virkan þátt í skipun Alþingis án þess að neyðast til að taka þátt í starfi stjórnmálaflokka.  Markmiðið er jafnframt að laða að stjórnmálum hæft fólk með reynslu úr lífi og starfi.  En draga jafnframt úr þeirri einsleitni sem einkennir ungliða flokkana í dag.  Markmiðinu mætti hugsanlega ná með neðangreindum breytingum á kosningalögum, lögum um stjórnmálaflokka og þá væntanlega stjórnarskrá.

  • Þingmönnum verði fækkað úr núverandi 63 í 30.

Tilgangur:

Sparnaður

Skilvirkari stjórnun

Minnkar líkur til að smáir þrýstihópar geti komið fyrirgreiðslupólitíkusum inn á þing. (Ef kjörbærir eru segjum 200þús og kosningaþáttaka 80%, eru ca 5300 atkvæði á bak við hvern þingmann.

  • Núverandi kjördæmaskipan verði lögð af og landið gert að einu kjördæmi.

Tilgangur:

Lágmörkun fyrirgreiðslupólitíkur og kjördæmapots.

Jöfnun atkvæðisréttar landsmanna(Við tilheyrum jú öll sama klúbbnum).

  • Kjósandi skal velja nafn þess aðila er hann vill sem sinn fulltrúa til Alþingis.

Þetta er útfærsluatriði en til dæmis mætti hugsa sér að til að bjóða fram lista í kosningum þurfi 3 til 4% atkvæðabærra manna að skrifa á undirskriftarlista til stuðnings framboði en ½ til 1% til stuðnings einstakling sem vill skrá sig á kjörseðil undir framboðslista.


Tilgangur:

Að gera einstaklinginn virkan í vali á fulltrúum sínum.

Að draga úr valdi stjórnmálaflokka.

  • Framlög Ríkissjóðs til stjórnmálaflokka verði afnumin með öllu.

Tilgangur:

Að draga úr valdi stjórnmálaflokka.

Að jafna möguleika til alþingisframboðs.

Stjórnmálaflokkar verði félagasamtök eins og Lions eða Kiwanis en ekki núverandi ,,fretkarlaelítur” með tilheyrandi foringjadýrkun.  Stjórnmálaflokkar á Íslandi í dag  eru hættulegir lýðræði og málfrelsi.

  • Auglýsingar frambjóðenda og kosningabandalaga(stjórnmálaflokka) verði með öllu  bannaðar.  (Aðferðir þróaðar til að jafna aðgengi frambjóðenda að fjölmiðlum).

Tilgangur:

Að draga úr valdi stjórnmálaflokka.

Að jafna möguleika til alþingisframboðs.

Að auka aðhald þingmanna og minnka möguleika hagsmuna aðila til að hafa áhrif á þá með því að gera þá fjárhagslega háða aðilum út í samfélaginu.

  • Ráðherrar sitji ekki á þingi en séu ráðnir á faglegum forsendum(Útfærsla á vali nauðsynleg).  Ráðherrar verði ábyrgir framkvæmdastjórar málaflokka fremur en pólitískir  fulltrúar.  Ráðherrar hafi áheyrnar og málsrétt en ekki atkvæðisrétt á         Alþingi og þurfi  að standa skil á gjörðum sínum við Alþingi.

Tilgangur:

Að laða okkar hæfasta fólk til verka(Fagfólk með þekkingu á málaflokki).

Að draga úr valdi stjórnmálaflokka.

Að auka gegnsæi

Að gera kerfinu kleyft að láta stjórnendur sæta ábyrgð.

Að draga úr vægi hagsmunasamtaka og þrýstihópa á ráðherra með litla reynslu og þekkingu á

málaflokki.

  • Að ráðherrum sé skilt að gera opinber öll eigna- og fjölskyldutengsl er tengjast þeim málaflokki er þeir sinna.

Tilgangur:

Að losa okkur við siðblinda og spillta aflóga stjórnmálamenn úr helstu valdastofnunum samfélagsins, sem skammta sjálfum sér af eignum okkar blygðunarlaust án þess að taka ábyrgð á gjörðum sínum.

Að almenningur viti eitthvað um fólkið sem fyrir hann starfar.  (Hvað á Árni Matthiesen mikið í Byr??,  Hver er staða Þorgerðar Katrínar gagnvart Kaupþingi??, og fleiri og fleiri dæmi)

  • Að þróað verði kerfi sem gerir almenningi kleift að fylgjast náið á einfaldan hátt með störfum og gjörðum þingmanna.  Til dæmis þar sem hægt væri að skoða í töflu hvernig einstakir þingmenn verja atkvæði sínu í þinginu og tengill við viðkomandi frumvörp.  Jaframt verði þingmönnum gert skilt að gera grein fyrir afstöðu sinni til ákveðinna málaflokka, sú afstaða sé á netinu á stöðluðu formi með tenglum við atkvæðagreiðslur er málaflokkinn varða í skjalinu.

Tilgangur:

Að gera almenningi kleyft að fylgjast með framgöngu fulltrúa sinna.

Að gera almenningi fært að velja fulltrúa eftir þekktum stærðum en ekki einungis eftir kjaftablaðri.

Að gera lýðræðið gagnsætt.

  • Að löggjöf verði sett um kosningar um mikilvæg mál og útfærslu þeirra vegna mikilvægra mála er brenna á Þjóðinni

Tilgangur:

Að auka vægi þegnanna.

Fundið fé

Landsíminn var seldur fyrir 3 árum og ætlunin var að nota andvirðið í dýrar framkvæmdir, hátæknisjúkrahús og Sundabraut meðal annars. Ekki hefur orðið af þeim og þær hljóta að verða í salti um sinn. Mín hugmynd er sú að nýta þetta fé til að mæta tapi lánastofnana svo hægt sé að frysta verðtryggingu á íbúðalánum meðan mesta verðbólgan geisar. Ef þessir peningar hafa verið vel ávaxtaðir (vonum það) gætu þessir 67 milljarðar verið nú 90-100 milljarðar. En hvaðan sem féð kæmi hlýtur að vera hagur allra að fólk haldi heimilum sínum og sjái sér hag í (og getu) að halda áfram að greiða lánin.

Ráð gegn verðbólgu og vaxtaokri

Ráðamenn eru ekki tilbúnir til að frysta lánskjaravísitölu.  Rökin fyrir því er að þá myndu fjármagnseigendur tapa, þ.a.m. lífeyrissjóðirnir.  Önnur ráð eru til til þess að vinna gegn áhrifum á verðbólgu og vaxtaokri á heimilin.  Á norðurlöndum eru allar vaxtatekjur skattlagðar á sama hátt og aðrar tekjur.  En á hinn boginn er hægt að draga vaxtagreiðslur og greiddan verðbólguþátt frá tekjuskattstofni.  Með því að beita þeirri aðferð er hægt að beita skattakerfinu til jöfnunar á milli skuldara og eigenda fjármagns og þar með draga verulega úr áhrifum verðbólgu og vaxtaokri á heimilin(hugsanlega er hægt að einangra frádrátt frá tekjuskattsstofni við fjármögnun vegna húsnæðis).  Helstu rökin fyrir þessu eru
  1. Það er mikið réttindamál að allar tekjur séu skattlagðar á sama hátt.
  2. Fjármagnseigendur hafa rakað inn fjármagnstekjum undanfarna áratugi með allt að 17% styrivexti á kostnað skuldara.
  3. Fjármagn sem er verðtryggt ber enga áhættu fyrir fjármagnseigendur.  Þetta fjármagn ber allt að 7,7% umframverðbólgu.  Hvergi í heiminum er hægt að fá aðra eins ávöxtun án áhættu.  Þó að þessar vaxtatekjur yrðu skattlagðar, þá væri ávöxtunin ennþá með því hæðsta sem gerist í heiminum
  4. Þetta er þekkt aðferð á norðurlöndunum og ekki er vitað til þess að þetta leiðir til streymi fjármagns útúr landi
  5. Þetta hvetur fjármangseigendur til að leita betri leiða til ávöxtunar, t.d. með því að fjárfesta í fyrirtækjum
  6. Fyrirtækin þurfa fjármagn og ekki síst sprotafyrirtæki
  7. Ávötunarkrafa á áhættufjármagn mun lækka töluvert

There is one thing that is easy to implement right away but it might help a lot of people.

Bus system – at least inside “Great Reykjavik” should be FREE!
I understand that doesn’t make the authorities happy. Less people using their cars – less fuel sold – less fuel taxes. But if I remember right – authorities are supposed to serve people not vice versa.
And of course the whole bus system should be re-arranged. As a person who was using daily the bus system for 20 years in the city that twice as big as Iceland – I can tell with full confidence – Straeto is the most stupid system I’ve ever seen. And I was using public transportation systems in several cities and countries.

How to re-arranged? This is not a rocket science. I would need a week and a couple of bus drivers to help.
How to force authorities to do this? See my second message.

PS. This is not just an idea. Free buses in downtown area of Portland, Oregon have been working for 20 years (although this is not the town I mentioned above).

Get power back to the people of Iceland
In the good old days people of Greece created the new way of governing – democracy. They were gathering at forums (aka torg) to discuss and vote for all significant matters of their states. At that time every town was its own state – so it was easy. As towns – and states have been growing – it’s become more and more difficult to get people together at one time and at one place. So some smart person invented “people’s representatives” known in our days as Members of Parliament. And that was the beginning of the end of democracy – and the power of people. Because today the only thing these “representatives” care about is to get elected. For that they can promise you anything – and then get loose to do anything. Till next election. And they are really good at this as you know.

But back to my idea.
Iceland is really a unique country in many ways. And in these days in particular
Because Iceland is in the position to get the power back to people, get back to real direct democracy. The old limitations – gathering together to discuss and vote – is no longer a limit in Iceland. With everyone’s access to Internet it’s possible to create the Parliament of People (where all people of Iceland are Members) that will discuss all matters and vote. In fact this is what you we are doing now – discussing! But one element is still missing – ability to vote.

I know, I know that it might take a long time to change laws, Constitution etc. to make such thing happen. That’s right. But nothing can prevent YOU to set up a virtual Parliament right NOW! Just set up a server with simple voting system (by kennitala), publish there all matters discussed by professional members of Parliament and let people vote on that matters. The only trick – do not publish vote results until old Parliament declares its own result.
Yes, such votes won’t  have any legal power. BUT! It will give people the power to say what they really want and what they really think about matters. No more Gallup bullshit, no more unknown “public opinions”. And although such votes won’t have legal power – professional members would think twice what they are saying and how they are voting. As soon as such system starts to work.
And if you set up the forum where everyone can suggest anything of real significance – and this also might be decided by vote – then it won’t be a problem to force the old Parliament to take the matter into the house

Mér lýst mjög vel á tillöguna um áheirnarfulltrúa almennings í nefndir og á ríkisstjórnarfundi og vil koma með hugmynd um hvernig mætti útfæra þetta.

Ríkisstjórnarfundir og nefndafundir væru einfaldlega í beinni útsendingu á netinu.
Ef fundarmenn telja að það gæti valdið skaða að fundarefni sé sent beinnt út verði fundur tekinn upp en ekki aðgengilegur á netinu fyrr en að ákveðnum tíma liðnum.

Annars væri fróðlegt að heyra hjá t.d. Þorgerði Katrínu hvers vegna þetta er ekki hægt.

  • Hvenær á að breyta lögum og reglum sem ýta undir einkabílarekstur fram yfir göngu, hjólreiðar og almennar samgöngur? Hlunnindaskatt burt og strætó-, göngu- og hjólreiðastyrk (þetta er til en er skattlagt umfram ökutækjastyrki eða gjaldfrjáls bílastæði).
  • Frysta og gera upptækar innlendar og erlendar eignir þeirra 20-30 landráðamanna sem hafa eyðilagt efnahagslegt sjálfstæði Íslendinga og stofnað stjórnarfarslegu sjálfstæði í yfirvofandi hættu. Nota þessar eignir til að greiða þeim sem hafa tapað innistæðum í bönkunum.
  • Ríkisstjórnin framkvæmi eftirfarandi strax: Árni Björn Guðjónsson
    • Að tekin verði upp evra í staðin fyrir krónu strax.
    • Að ósanngjörnum kröfum erlendis verði hafnað,og þeir sem með réttu eiga kröfur á Ísland verði látnir hafa hlutabréf í Landsbankanum eða öðrum íslenskum banka upp í kröfuna.
    • Þeir sem fara á atvinnuleysisbætur fari að vinna hjá útflutningsfyrirtækjum að sölumálum.
